The COVID-19 (SARS-CoV-2) pandemic dealt a severe blow to society as a whole and required countries to confront a situation that exceeded the limits of their borders. In this paper, we analyze how these countries as well as supranational organizations responded to this unprepared global emergency. We also explore what alternative models have been proposed in the wake of this crisis and propose some changes—other ways of acting—so that in future pandemics or global emergencies, we can deal with the situation (...) more effectively. The increasing application of artificial intelligence (AI) to healthcare raises both hope and ethical concerns. Some advanced machine learning methods provide accurate clinical predictions at the expense of a significant lack of explainability. Alex John London has defended that accuracy is a more important value than explainability in AI medicine. In this article, we locate the trade-off between accurate performance and explainable algorithms in the context of distributive justice. We acknowledge that accuracy is cardinal from outcome-oriented justice because it helps (...) to maximize patients’ benefits and optimizes limited resources. However, we claim that the opaqueness of the algorithmic black box and its absence of explainability threatens core commitments of procedural fairness such as accountability, avoidance of bias, and transparency. To illustrate this, we discuss liver transplantation as a case of critical medical resources in which the lack of explainability in AI-based allocation algorithms is procedurally unfair. Finally, we provide a number of ethical recommendations for when considering the use of unexplainable algorithms in the distribution of health-related resources. (shrink)

Background: This research explores how public awareness and attitudes toward donation and transplantation policies may contribute to Spain's success in cadaveric organ donation. Materials and Methods: A representative sample of 813 people residing in Andalusia (Southern Spain) were surveyed by telephone or via Internet between October and December 2018. Results: Most participants trust Spain's donation and transplantation system (93%) and wish to donate their organs after death (76%). Among donors, a majority have expressed their consent (59%), and few nondonors have (...) expressed their refusal (14%). Only a minority are aware of the presumed consent system in force (28%) and feel sufficiently informed regarding the requirements needed to be an organ donor (16%). Participants mainly consider that relatives should represent the deceased's preferences and be consulted when the deceased's wishes are unknown, as is the case in Spain. Conclusion: Public trust in the transplant system may contribute to Spain's high performance in organ donation. High levels of societal support toward organ donation and transplantation do not correspond with similar levels of public awareness of donation and transplantation policies in Spain. (shrink)

En una época en la que el "pensamiento débil" del posmodernismo intenta desmantelar las bases del comportamiento ético, es muy necesaria una reflexión profunda sobre las ideas de libertad y responsabilidad. No es sólo la "mente" humana la que exige la excelencia moral, sino también la realidad del "ser" humano, en particular de los seres humanos que sufren. Este ensayo se ha escrito como un diálogo entre dos autores contemporáneos.

The use of sensors has had an enormous increment in the last years, becoming a valuable tool in many different areas. In this kind of scenario, the quality of data becomes an extremely important issue; however, not much attention has been paid to this specific topic, with only a few existing works that focus on it. In this paper, we present a proposal for managing data streams from sensors that are installed in patients’ homes in order to monitor their health. (...) It focuses on processing the sensors’ data streams, taking into account data quality. In order to achieve this, a data quality model for this kind of data streams and an architecture for the monitoring system are proposed. Moreover, our work introduces a mechanism for avoiding false alarms generated by data quality problems. (shrink)

John Rawls shows a deep influence of David Hume’s thought, mainly at his Theory of Justice, though also at the rest of his works. This influence is well-known in the field of political philosophy, much less in the field of moral philosophy. Rawls reads Hume’s thought with a sceptic and naturalistic key, attributing him what he calls a “nature fideism”. Besides this, attributes to Hume an ethical and political position linked with the classical utilitarianism. Nevertheless, his skeptical epistemology will move (...) away, paradoxically, to Hume from the utilitarian positions. Hume’s ethics and politics will finish, according to Rawls, showing a purely descriptive character and a lack of normative purposes. Hume does not have in the strict sense a theory of practical reason. This article examines and puts in question this interpretation of Hume proposed by John Rawls. The philosophy of Hume is not aporetically skeptical, articulates the moral roles of reason and the passions; and finally, is not only connected with utilitarianism; his defense of the role of utility frees to his theory of some of the main contradictions of classical utilitarianism. Besides this, the theory of the “judicious spectator” can be considered a form of a theory of practical rationality. (shrink)

A cross-cultural analysis of trust and cooperation networks in Northern Ghana (NGHA) and Oaxaca (OAX) was carried out by means of ego networks and interviews. These regions were chosen because both are inhabited by several ethnic groups, thus providing a good opportunity to test the cultural group selection hypothesis. Against the predictions of this approach, we found that in both regions cooperation is grounded in personal trust groups, and that social cohesion depends on these emotional bonds. Moreover, in agreement with (...) Fiske's notion of “evolved proclivities”, we also found two distinct kinds of trust networks, one for each region, which vary in terms of the degree of ethnic interrelation. This pattern suggests that social cohesion increases when environmental resources are scarce. (shrink)

Esta investigación, realizada con 62 estudiantes del grado en Educación Infantil de la Universidad de Granada, se centra en un proyecto de contrapublicidad en el que se aúna el análisis y el sentido crítico con la capacidad creativa y expresiva, a través de la reinterpretación de campañas de publicidad infantil. Tanto los registros de observación participante, como el análisis de las imágenes, permiten afirmar que la publicidad es un marco de trabajo idóneo en el espacio interdisciplinar de Educación Artística y (...) Loyalty is considered central to people’s moral life, yet little is known about how people think about what it means to be loyal. We used a prototype approach to understand how loyalty is represented in Colombia and the United States and how these representations mediate attributions of loyalty and moral judgments of loyalty violations. Across 7 studies (N = 1,984), we found cross-cultural similarities in the associative meaning of loyalty (Study 1) but found differences in the centrality of features associated (...) with loyalty (Study 2) and the latent structure of loyalty representations (Study 3). Colombians represent loyalty in terms of more general moral characteristics, while US participants represent loyalty in terms of interpersonal commitment, both in contrast with current approaches to loyalty. By comparing representations of loyalty and honesty, we establish that difference in loyalty conceptualizations reflect a different way of thinking about loyalty rather than morality more generally (Study 4). Further, Colombians attributed greater loyalty to individuals with general moral characteristics compared to participants from the United States sample (Study 5) and were more likely to classify non-loyal values as loyalty-related (Study 6). While the centrality of prototypical features predicts categorizing norm violations as loyalty-related, differences in prototypical structure account for differences in the severity of moral judgment for such violations (Study 7), which suggests that loyalty representations have similar functions even though these representations differ in structural characteristics. This paper critically explores the ethical dimensions of Behavioral Public Policy (BPP), a domain grounded in the understanding that human rationality is bounded and that this limitation often leads to behaviors deemed irrational. By applying the behavioral lens, which posits that people operate under bounded rationality, BPP aims to craft interventions that safeguard individuals against their biases. However, this approach raises significant ethical concerns, both in the scientific underpinnings of BPP and its application through policy interventions. Accordingly, this paper examines (...) two distinct ethical dimensions of BPP, both as a scientific discipline and through its intervention methodologies. The analysis of the first dimension argues that, viewing bounded rationality as only instrumental in decision-making processes, risks oversimplifying ethical complexities. Such simplification may ignore the moral and value-based rationalities underlying decisions, potentially misattributing instances of immorality and akrasia (the failure to act according to one's judgment) to mere deficiencies in rational thinking. Secondly, the paper examines the impact of BPP on moral behavior and character development, addressing ethical concerns like the evidentiary basis of BPP research, the bounded rationality of choice architects themselves, and the morality of behavior changes induced by policy. Overall, this article provides a much-needed examination of the moral considerations associated with behavioral strategies in public policy and its epistemological foundations, contributing to a more comprehensive understanding of their ethical implications . This is an existential-phenomenological reading of Max Weber's "Class, Status, Party" that seeks a fuller understanding of meaning accomplishment in a stratified World. I appropriate stratification as a single meaning structure ontically defined by domination, intersubjectivity, and life-chances and ontologically determined by the power-to-be, There-being-with-others, and potentiality. I then discuss the significance of these structures in finite transcendence and describe ways they factually unfold in World achievement. Current discussions about education suggest that a transformative pedagogy that goes beyond the acquisition of knowledge and skills is needed. However, there is no agreement as to the inputs needed for a correct development of the educational model. In this sense, we can identify the presence of two different approaches to human and social capital which embody distinct educational worldviews. On the one hand, the ‘Marketable Human Capital’ or ‘Personal Culture’ approach, and on the other hand, the ‘Non-Marketable Human Capital’ (...) or ‘Civic Culture’ approach. The first, which is linked to mainstream economic theory, sees education as any stock of knowledge that contributes to an improvement in the productivity of the worker and individual well-being. The second, which is rooted in the Mediterranean tradition of political thought, highlights the role of civic virtues, reciprocity, and public action within the educational process and its influence on public happiness. In this article, we analyse these connections in order to introduce the eighteenth-century Mediterranean tradition of economic thought into discussions about human and social capital theories and the role of education in them. Focusing on education through these prisms, national and international agendas must be reoriented towards the integral development of people to include broader global debates. (shrink)

O artigo faz uma reflecção sobre o processo de inserção de Moçambique na Geopolítica Energética Regional em plena mudança global do paradigma energético. Recorrendo ao uso dos métodos histórico e comparativo e da técnica bibliográfica, o artigo faz uma análise baseada na teoria construtivista das Relações Internacionais (RI), procura explicar a influência de um Estado, das capacidades objetivas e subjectivas, necessárias para estabelecer pontes interdependentes entre Estados com interesses convergentes. A principal constatação produzida é que Moçambique não dispõe de uma (...) filosofia própria para a autonomia energética. A inexistência de uma filosofia é resultante de uma estrutura económica voltada para a guerra que emergiu e dominou as primeiras duas décadas após a independência nacional. Pelo que, trinta anos depois do alcance da paz, não há uma projecção energética regional e global. (shrink)

Nudging and sludging are forms of choice architecture that shape behavior. While it is generally believed that nudging should improve well-being and sludging should decrease it, there has been debate about how to distinguish between the two. Some have suggested that the difference lies in the ease with which behaviors are facilitated or hindered, but this criterion does not consider the normative distinction (nudges have a positive connotation and sludges a negative one) or the impact on well-being. This paper proposes (...) a normative approach to defining nudging and sludging that takes into account both well-being and the principle of autonomy. According to our proposal, the concept of nudging should involve interventions that aim to increase well-being while respecting individuals’ freedom of choice, while sludging involves interventions that decrease well-being while also respecting autonomy, whether intentionally or unintentionally. Since the concept of “nudge” was introduced in 2008 by Thaler and Sunstein, proposing that small interventions based on changes in choice architectures can alter people’s behavior and make it easier for them to achieve their desired goals, the application in public policy of behavioral economics has gained significant attention. This has led to the emergence of different types of policies based on behavioral insights, which have been used in a variety of areas, including health or finance, with the goal (...) of promoting well-being and addressing social and economic issues. After providing a basic theoretical background as a frame of reference to understand gender violence, this study explores the use of tools from the field of behavioral economics as it is applied in public policy. Regulatory (paternalistic) and non-regulatory (libertarian) interventions based on behavioral insights will be considered: nudges, boosts, shoves, budges, or sludge audits, are examined as potential interventions to use in matters related to this type of violence. After evaluating these behavioral policy instruments and their potential effectiveness, the limitations of the behavioral perspective are recognized, and the need for a multifaceted approach to combating gender violence is acknowledged. The article concludes by arguing that public policies addressing gender violence should not only utilize behavioral tools but should also incorporate strategies related to education, legislation, and social norms.
